Role:
Senior Technical Specialist/Lead:
Serve as a liaison to Program Area, State Controllers' Office (SCO) and Business Partners for all activities related to employer payroll and retirement interfaces.
Attend reoccurring PSR Communications meetings.
Collaborate with and assist the Program Area in their efforts to support CalPERS Employers for reporting under the new my|CalPERS including occasional site visits.
Provide detailed understanding of the PSR Enrollment and Payroll functionality and assist with presenting this information to Employers.
Participate in addressing, mitigating and resolving risks, issues and action items resulting Issues status meeting with the Program Area
Provide expert advice, input and recommendations on all issues related to employer interfaces technical design.
Prepare communication and marketing materials in collaboration with ETM and BPS. Prepare status reports for briefings with governance committees and Board of Administration.
Write Oracle Structure Query Language (SQL) and read the data models
Lead JAD facilitation techniques for gathering requirements and performing requirement analysis
Provide training and mentoring to CalPERS staff as needed and appropriate
Duties:
Functions at the expert level performing high level analytical work in systems analysis, design, development, installation, implementation, procurement, or technical support duties pertaining to application development. May act in a lead capacity on complex projects or may participate with other analysts on projects of a complex nature or broad scope.
Must possess a minimum of five (5) years' experience in project work in specified area(s) of knowledge; at least three (3) years of said experience must have been at a high level both technically and in measure of responsibility.
Must be able to analyze data and situations, identify and solve problems, reason logically, draw valid conclusions, and develop effective solutions.
Must be able to apply creative thinking in the design of methods for processing data.
Must be able to monitor and resolve problems with information processing system hardware, software, and processes.
Must be able to establish and maintain cooperative working relationships with others.
Must communicate effectively both verbally and in writing with a variety of audience types using different mechanisms including informal updates, formal presentations, business case documents, and other analytical and technical documents.
Must have a minimum of five (7) years' experience developing, maintaining and enhancing complex and innovative programs using SQL
Must have a minimum of five (7) years' experience facilitating JADs and conducting design and code peer reviews
Must have a minimum of five (5) years' experience using performance tuning techniques in writing SQL
Must have a minimum of five (5) years' experience with Oracle 11g, PL/SQL
Must have a minimum of five (5) years' experience developing, maintaining and enhancing complex and innovative programs using XML, CSS and HTML
Must have a minimum of five (3) years' experience Eclipse IDE or similar tool
Must have a minimum of five (3) years' experience Clear Case; Clear Quest or similar configuration tools
Experience leading projects with multiple resource groups
Strong analytical skills for evaluating business needs and developing innovative solutions
Ability to work independently and as part of a team
Ability to work effectively with all levels of technical staff and management
Desired Qualifications:
Experience working with public pension systems.
Experience with Governmental Retirement Benefits and Health Programs functions and processes
Knowledge and experience with Adobe LiveCycle
Strong leadership skills with ability to multi-task, to use tact and to employ good judgment
