Roles and responsibilities:
The HHSC Enterprise Applications IT area is preparing for an upgrade to PeopleSoft Financials version 9.2 with a go-live onSeptember 1, 2017 and is posting this position for the Functional Module Leads of the upgrade.
Currently, HHSC has Accounts Payable, General Ledger, Purchasing and Asset Management from PeopleSoft Financials version 8.8 implemented. With the upgrade to a 9.2 version delivered by the Texas Comptroller of Public Accounts (CPA), HHSC will require a separate module lead for General Ledger, Accounts Payable, Purchasing, and Asset Management. In addition to the upgrade to 9.2, HHS will consolidate the current five (5) HHS Departments into three (3) per the Senate Bill 200 mandate.
These functional module lead positions will be responsible for assisting HHS with Functional Design, Configuration, Build, Test and Deployment of the reimplementation through go-live. The worker must have extensive knowledge of what is required to perform a PeopleSoft reimplementation (or Upgrade). This position requires multi-tasking, exercising initiative and independent judgment.
Duties for this position will include:
· Responsible for working with other Functional and Technical Teams, DBAs and business users on system requirement gathering, analysis, design, testing and implementation of 9.2 functionality;
· Evaluating existing customizations in 8.8 and differences between PeopleSoft version 8.8 and CAPPS 9.2;
· Responsible for identification, documentation, and reporting of project risks and issues to Project Functional Lead and Project Team for resolution;
· Leads the functional development for one of the four (4) modules by working with Subject Matter Experts (SME), Business Process Owners, and Technical developers to design, build and deploy CAPPS/PeopleSoft 9.2 for HHS;
· Coordinates and executes the functional development meetings between stakeholders, resources, managers and Project Team to ensure overall completeness, accuracy and quality of end product;
· Responsible for executing to the project plan and schedule throughout the various phases of the project life cycle;
· Responsible for developing the Functional Design and ensuring a clean hand off of Functional Design Documents (FDD) and Interface Maps to the Technical Team to ensure that they are clearly understood prior to Tech Design and Build;
· Works with the technical team to define and test any potential customizations to the solution, including data conversions, reports, interfaces and functional enhancements of the CAPPS Texas Baseline of PeopleSoft Financials version 9.2;
· Possess PeopleSoft Version 9.2 expertise in one of the following modules: General Ledger, Accounts Payable, Asset Management, Purchasing;
· Supports the evaluation of existing PeopleSoft version 8.8 customizations against the CPA-delivered CAPPS Texas Baseline 9.2 version to determine Keep/Drop functionality;
· Conducts Joint Application Design/Conference Room Pilot requirement sessions with management, staff and consultants, while assuring that accurate and complete documentation is collected and retained as part of the project archive;
· Responsible for ensuring consistent use of standardized processes and forms to manage project documentation, including but not limited to, Functional Design Documents, Key Design Decisions, Change Controls, Risk Registers, Scope Documentation, Work Packages and others as needed;
· Works with the training department to ensure proper (UPK) training delivery before projects are implemented;
· Responsible for ensuring Fit/Gap analysis is accurately documented in the Requirements Traceability Matrix by the Project Team;
· Configures the General Ledger, Accounts Payable, Asset Management or Purchasing module to meet HHSC's business requirements;
· Takes an ownership role in the overall development and execution of the detailed Project Schedule with HHSC SME/Business Owners and Project Team;
· Works with HHSC Enterprise Support Center team to transfer knowledge, mitigate risks and resolve issues throughout implementation as needed;
· Completes tasks in an efficient and timely manner while keeping project stakeholders informed;
· Provides various administrative services and reports necessary to maintain the project budget, schedule and quality.
The worker should have extensive experience within PeopleSoft CAPPS Texas Baseline version 9.2 Functionality and Configuration Capability. The worker should have a history of success implementing their specific module in PeopleSoft using IT project management best practices.
If selected for an interview, plan to make known the module for which you are applying (General Ledger, Accounts Payable, Asset Management, and/or Purchasing) and have extensive knowledge of what is required to perform a PeopleSoft reimplementation (or Upgrade).
