The Project Manager must have, at a minimum, the following education, knowledge, skills, and experience:
• Minimum of five years verifiable experience managing IT projects to include at least two successful large-scale IT projects.
• Skill and experience in IT contract management for a multi-million dollar project.
• Bachelor's degree in Business, Information Systems, Project Management, or closely related field or ten years of verifiable experience managing IT projects to include at least 4 years of successful large-scale IT projects.
• Innovative and forward thinking technologist able to meet current and future business requirements.
• Verifiable PMP Certification is a plus but is not required.
• Understanding of business process management and business requirements of customers and ability to translate them to specific software requirements.
• Developing and implementing technical designs.
• IT Business Analysts experience.
• Experience with the following technologies and models is highly preferred:

• Knowledge and skill in all aspects of system/software development using State technology standards with an understanding of software, hardware, and network infrastructure as it relates to software development and deployment.
• Skills in developing and maintaining cohesive project teams composed of internal and external resources.
• Skills in assembling, analyzing, and evaluating data to make appropriate, well-reasoned, and evidence based recommendation and decisions supporting stakeholders and project teams.
• Skill in collaborating and communicating with all stakeholders and resources to ensure all system design requirements adequately reflect the defined business processes and fully support all components of the functional business requirements.
• Skill and experience managing change management processes and facilitating and resolving project disruptions and delays.
• Skill and experience in monitoring large-scale project budgets and schedules.
• Skill and experience in designing and implementing an active risk management process and reporting risk status on a daily/weekly basis.
• Exceptional verbal and written communication skills to convey clear and realistic project goals, status, objectives, and requirements to project stakeholders at all levels.
• Closely monitors contract deliverables and orchestrates acceptance testing and deliverable sign-off process.
• Ability to recommend and take action to direct project teams in the analysis, solution optioning and value assessment to requests.
Resource Responsibilities:
The Project Manager will be working closely with the MMIS replacement system vendor (s), WDH Medicaid AIMS Unit Manager, WDH MMIS Special Project Contract Manager, WDH MMIS Special Project Contract Analyst, Division of Healthcare Financing Staff, ETS Administrator, ETS Project Management Office, WDH Director and Executive Staff, Office of the Chief Information Officer (OCIO) personnel, MMIS Replacement Steering Committee and other project stakeholders.
The Project Manager will be responsible for helping to ensure successful delivery of all milestones and deliverables, as defined by WDH for this project.
Specific Deliverables Resource will be Accountable for:
Work closely with the vendor, and the State project team to insure the project is successfully completed on time and within budget.
• Continue to plan, direct, complete, manage, schedule, and monitor all activities associated with the project.
• Produce and manage a bi-monthly progress report of activity (using State approved template) to the OCIO and compliance to budget and schedule.
• Review and coordinate user acceptance of project deliverables, quality assurance activities, and monitor variance to cost, schedule, scope, and quality.
• Work with the IV&V Manager to plan, develop and manage entrance and exit criteria for the various project phases.
• Work with the IV&V Manager to manage and develop comprehensive test scripts and plans and coordinate test activities to ensure the vendor's product meets business and functional requirements to the State's satisfaction.
• Manage and develop clearly articulated business and functional requirements traceability matrix (part of the Project Scope Statement) and design documentation for all aspects of the system being developed and implemented.
• Measure and report project progress against the business and functional requirements traceability matrix.
• Develop and implement a Risk Management Plan.
• Facilitate business and operational readiness for deployment of systems
• Identify operational inefficiencies, conflicting business practices and integration issues, suggesting alternative solutions to cross functional problems.
• Provide functional and technical expertise within multiple business areas; provide strategic, forward-looking vision when configuring or customizing solutions to maintain flexibility and future integration opportunities
