Technical Recruiters Need: Development Manager with State Agency of Alabama at Montgomery

Location    : Montgomery, AL
Duration   : 2- Years.
Rate       : $75-80/hr.
Terms   : Corp to Corp


Experience with State Government, Medicaid, CHIP and DHR,business area or healthcare industry highly preferred.

Required Skills:
  • Experience with State Government, Medicaid, CHIP and DHR,business area or healthcare industry is a plus.
  • Understanding of commonly-used software development,concepts, practices, and procedures.
  • Software development experience is preferred.
  • Experience managing a software development team.
  • Expert level understanding in C#, Java, JavaScript and other,web front-end technologies is preferred.
  • Strong customer service orientation with a proactive approach,and sensitivity towards consistently improving service for the,business.
  • Ability to lead, motivate and develop high performance team,managing multiple priorities under tight deadlines….,
  • Proven leadership skills and a positive, can-do demeanor with,willingness to “dig in” and participate in getting the work done.
  • Decision making and problem solving based on goal and,results orientation.
  • Ability to communicate and negotiate with peers, Directors,,and Executives within the company to set clear expectations,and realistic goals.
  • Process driven with proven ability to plan and execute multiple,concurrent assignments.
  • Working hands-on with all aspects of the System Development,Life Cycle.
  • Process knowledge and experience with Agile software,Projects.
  • Ability to document code developed by analyst Conflict and resolution management is a plus..
  • Experience working in Information Technology in State,Government is a plus..
  • Experience working in/for the US Federal Government is a plus.
  • experience with a state or federal healthcare agency is a plus.
  • experience working in Information Technology for a,healthcare insurance company or hospital is a plus.
  • Knowledge of the Healthcare Industry including Medicaid,,Child Health Insurance Program, Food Assistance, TANF and,Subsidized Child Care is a plus.

Preferred Skills:

  • Direct the development team.
  • Work with the EA team to document and communicate build and technical,development standards.
  • Support the PMO in the procurement of developer resources.
  • Work with project managers to identify appropriate developer resources for,projects in a way that maximizes the potential for project success and,minimizes program risk.
  • Serve as the functional supervisor for all developer resources.
  • Manage a team of Software Engineers and ensure goals are met and,output is consistent with expectations, both internally and externally.
  • Work closely with Program Manager, Lead Enterprise Architect, Lead,Information Architect and Lead Business Analyst to clearly define,deliverables and set realistic timelines.
  • Ensure each project is scoped and documented accordingly and that,requirements and deliverables are clearly understood by the CARES,Development Team.
  • Gather requirements from both internal teams and customers for any new or,ongoing software projects and disseminate to the CARES Development,Team.
  • Provide frequent progress reporting and transparency to ensure ongoing,success of the team.
  • Establish and apply clear guidelines and procedures.
  • Design, measure, communicate and monitor performance expectations,and metrics for the Software Engineering Team.
  • Work with CARES PMO Team including the Program Director, Deputy,Program Director, Lead Enterprise Architect, Lead Information Architect,,Quality Assurance Manager, Infrastructure Manager and Lead Business,Analyst to ensure software deployment, documentation, and maintenance,procedures are followed and enforced.
  • Manage overall quality; clearly define and guide testing procedures and,Quality Assurance.
  • Conduct interviews, make hiring decisions, provide salary recommendations,,monitor and assign work, coach, mentor, develop and motivate employees;,foster a team.
