Category (15): Develop application programs and perform unit testing - These developer roles and skills will require a thorough understanding of SOA and middleware (MQ Series) along with advanced technical knowledge of developing the application interfaces. These developers will be responsible for aligning to L&I UI standards, SOA standards, and other architecture standards. The expectation will be to deliver a high quality application solution with acceptable performance. These developer roles and skills will code and thoroughly unit test application programs using agency system and programming standards. This will include developing test data, and thoroughly testing the application programs. It is essential that the candidates in Category 15 have current web development experience with a high degree of expertise in Object Oriented programming construction using VB.Net, ASP.Net, Visual Studio.NET, Java, Java script, XML, HTML, Microsoft Internet Server, SQL Server, Websphere MQ Series, Microsoft's message queuing (MSMQ), MQ series Adapter. PROJECT: Senior Analyst developer(s) for Maintenance and/or Enhancement for the Field Services and Public Safety, Fraud Prevention and Labor Standards (FSFL) Web based and Client Server applications
The State of Washington Department of Labor & Industries (L&I) is seeking one or more senior level analyst programmer(s) to perform the analysis, design, and programming needed to maintain, enhance, or develop computer systems that support and enhance applications for the following lines of business for the 13-15 biennium:
Field Services and Public Safety (FS)
· Licensing – This suite of applications includes more than 10 applications and several complex data interfaces, batch jobs and functions. These are systems that support the administration and enforcement of registration and licensing features associated with Electrical, Contractor Registration, Plumbers, Elevators, and other affiliated licensing related services for both internal and external users. This also includes the Client application for writing infractions and citations.
· Permitting – There are permitting applications, both internal and external that support the permit processing. There are also new lines of business that need to be added to the existing permit applications.
· Inspections – There are several applications that track and capture data related to inspections.
· Invoicing - There are several applications that create invoices and track payments. Business processes rely on invoices to be paid and these systems manage the business rules associated. Some of these invoices interface to other agency applications.
· Revenue Recording - This is an agency-wide application that is responsible for all of the fiscal related transactions. This includes several individual systems that take money into the Department both internal and external including credit/debit cards. This includes interfaces to the 3rd party credit card vendors and the State Treasurers ACH (Automated Clearinghouse) processes. In addition there is also a large component around end of day reconciliation, NSF, refunds, voids, etc.
· Other – There are many data interfaces, reports and letters that are supported by the IS core team.
Fraud Prevention and Labor Standards (FL)
· Detecting Fraud – There is a large system that determines an employer's profile. This system is dependent on several internal and external data interfaces. This system interfaces with the other applications, such as Field Audit (FACT) and Referral tracking system. This also includes the maintenance and enhancements to the new employer profiles views. Another function support Contract release which evaluates contracts based on the law.
· Field Audit – There is a system that collects information gathered during an employer audit. It also supports investigations, and outreach to employers.
· Investigations – There is a need to support the collection of investigations done by this program.
· Contractor Compliance – There are several applications that are used to support this program. The most prominent is the new Site Activity management system that is build
· Prevailing Wage – This is an Intranet/Internet based application that tracks intents and affidavits on public works projects
Collection Activities – This is a set of data interfaces from the FSFL internal applications that feed receivables data into the agencies accounts receivable system(ARC). We also maintain reconciliation process between the business applications and ARC.
The candidate(s) is/are expected to be proficient in designing and deploying automated solutions using the .Net framework. The candidate(s) must have extensive application development and maintenance background and show that he/she is capable of: working positively and efficiently with users in documenting requirements; defining software specifications that meet the requirements; developing test plans; preparing and supporting application deployment
L&I intends to select one or more vendor(s) and issue one or more Work Contract(s) from this Work Request. L&I will select vendor(s) whose proposal(s) and proposed contractor(s) best meet the requirements and evaluation criteria specified in this Work Request
