ESSENTIAL SKILLS:
Overview: Strong Communication & written skills plus team oriented. Able to be self-directed. Design & Procure a DOL-BUC Test Environment in the cloud. The input is the (refactored) Interface Systems Diagrams. Data Warehouse and Re-engineering Apps is a must.
DESCRIPTION:
· This is advanced technical services work involving the architecture, design, development, and management of highly complex computer systems.
· Responsibilities include the design and oversight of the technical aspects of large-scale, complex system(s), and the design and oversight of the integration of multiple applications for an agency (or agencies).
· Key focuses are on the data and integration points of these applications.
· Work includes developing the systems vision for these application(s) and guiding technical teams toward that vision, ensuring the architecture is in alignment with the agency's application needs, and ensuring the vision is in alignment with those guidelines set forth by the Office of Information Technology.
· Employees in this classification are competent to work at the highest technical level in all phases of programming activities for large-scale, complex application systems; and serve as technical mentors to other lead developers.
· The most important aspect of this classification is the responsibility for the architectural design, data, and integration of the State's most complex, strategic, and critical applications.
· Limited supervision may be exercised over other data processing staff. Work is performed under limited supervision.
REPRESENTATIVE TASKS: (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned).
· Analyzes the business requirements of client agencies and forecasts nature and level of future service requirements in order to recommend information services and automation technology concepts capable of fulfilling projected needs.
· Maintains a thorough knowledge of state-of-the-art information services/technology trends and concepts in specific area of expertise through study, research, and participation in local/regional/national technical working groups in order to provide timely information to senior management.
· Develops and maintains architectural designs of an agency's complex and large-scale systems, including data, integration points, and architectural layers in order to plan and facilitate system development and programming and ensure systems support the agency's strategic goals.
· Develops a roadmap for development teams to follow in order to meet the architectural design of an agency's systems.
· Collaborates with Enterprise Architect and Infrastructure Architect on architectural designs and technology directions in order to ensure alignment between agency's systems and the Enterprise Architecture roadmap.
· Oversees the maintenance of assigned systems, responding to and resolving system problems, in order to ensure systems are continuously available and function properly.
· Diagnoses and isolates complex application software problems; formulates and implements effective solutions considering system capacity, limitations, time requirements, and desired results in order to resolve system problems and prevent reoccurrence.
KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: (These are required to successfully perform the work assigned).
· Knowledge of current State Government technology systems, capabilities, and needs.
· Knowledge of State Government agencies, their missions, the nature of services they provide, and their strategic plans.
· Knowledge of industry technology standards, and trends.
· Knowledge of system design techniques.
· Knowledge of operating systems and related software components.
· Knowledge of systems development and documentation standards.
· Knowledge of higher level programming languages and enterprise class application development tools.
· Ability to conduct in-depth research and analysis.
· Ability to research and evaluate suitability of computer software and hardware products.
· Ability to diagnose and correct system malfunctions.
· Ability to establish and maintain effective working relationships.
· Ability to communicate effectively orally and in writing.
· Ability to lead, to coordinate the activities of, and to provide technical support to project teams.
MINIMUM QUALIFICATIONS:
Eight (8) years of systems programming and/or analysis experience. A Master's Degree in Computer Science or a directly related field may be substituted for one (1) year of systems programming or analysis experience
