Contract
Job Responsibilities:
a) Experience in developing and applying quality program requirements into major projects. Provides direction and assistance to project leads in developing QA/QC project plans. Ability to develop inspection and testing plans for oversight of project activities including identification and scheduling of quality witness and inspection points for fabrication and installation activities. Responsible for coordinating work activities of QA/QC inspection personnel with the project lead. Ensures that quality observations and issues are clearly identified and documented on inspection and surveillance reports. Provides mentoring and guidance to project personnel for implementation of the Energy Supply Quality Program standards and practices. Provides consulting and leadership of quality standards through all aspects of the major capital and base projects including coordination with: plant operations, project management including contract personnel.
b) Effectively manage QA/QC aspects of projects; Inspect/review field construction activities including; equipment lay down areas, scheduling/staffing of inspection resources, QA/QC activity identification in project schedules, procurement QA/QC requirements, QA/QC related documentation , receipt of material & equipment, material fabrication/installation, QA/QC measures (including inspections & testing), job site communication, supervision of staff augmentation for inspection personnel. Follow and support Xcel Energy's safety programs.
c) Responsible for ensuring project oversight teams are staffed and developed to assure project quality objectives are fulfilled. Interface with Projects personnel to select and provide inspection support personnel as determined by project needs. Ensures contractors selected to perform inspection duties are qualified to perform work in accordance with quality assurance standards and processes.
d) Detailed knowledge and experience in sourcing and contract quality requirements established for major vendors including fabrication oversight responsibilities in an international marketplace. Provides quality input for decision-making regarding the contract strategy quality standards to be used on major projects. Communicates with and establishes effective working relationship with external suppliers and internal organizations.
e) Responsible for implementing and managing uniform quality construction standards and processes for all major capital projects across the Energy Supply fleet. Reviews and analyzes construction quality performance against industry trends and standards. Provides quality recommendations to ES Quality Manager, the Construction Manager/Superintendents, and other project team members in Energy Supply.
f) Accountable for ensuring ongoing and final project quality performance objectives are achieved, documented and reported in accordance with Energy Supply policies and processes. Initiates project surveillances and inspections to ensure that compliance with internal and external requirements are achieved and documented
Minimum Requirements
Bachelor of Science degree (Engineering discipline preferred)
Combination of education and experience may be substituted for the degree.
15 years experience in QA/QC Oversight activities associated with engineering, construction and start-up of major projects;. 5 years quality management supervisory experience in power plant generation or similar industry experience. Experience in managing quality oversight staff performing construction and project related inspection activities. Demonstrated knowledge of civil, mechanical and electrical disciplines is desired. Demonstrated leadership, teamwork and communication skills on major projects.
