IT Business Analyst
Location: Olympia, WA
Duration: 18 Months
Mandatory Knowledge, Skills and Abilities
Senior level (8 years) with at least three (3) years of IT experience in business, systems and data analysis.
Proven ability to facilitate the collection of ideas and information conducting extensive interviews, perform analysis, and document the results – in narrative form as well as with graphics.
Proven ability to communicate and coordinate with vendor staff to translate and deliver Agency user requirements into product configurations or customized code.
Proven ability to develop formal requirement deliverables utilizing use case models.
Proven ability to translate requirements into formal test cases, test scripts, execute tests and collect test evidence
Proven ability to develop training objectives and materials
Desirable Knowledge, Skills and Abilities
Excellent PC skills with a basic understanding of .NET and/or SQL.
Demonstrated knowledge or previous experience working with government projects, applications, and users.
Demonstrated ability to work in a team environment and facilitate communication amongst its members.
Excellent PC skills, particularly in writing business documents and in creating and maintaining spreadsheets, with the ability to analyze business requirements.
Project Scope of Work and General Information:
·Manage overall system requirement and test activities and coordination between Agency and System contractors throughout the lifecycle of the project.
·Participate in Agency project team activities, especially as they relate to gathering and documenting requirements, both business (functional) and technical (non-functional), testing, training, and implementation activities.
·Assist the Project Manager in defining and documenting the requirements management process to be used on the project. Manage the requirements based on documented processes and maintain requirements traceability documentation over the life of the project.
·Participate in the development of design documentation over the life of the project. Ensure design specifications meet specified requirements.
·Create requirement specification, test, and training deliverables and act as lead reviewer for deliverables.
·Assist in documentation of "as-is" business processes. In cooperation with stakeholders, develop the "to-be" business processes to support the requirements and the new solution.
·Develop data conversion requirements and developed detailed conversion specifications consisting of conversion rules, source to target mapping, etc.
·Define user roles and system access rights based on the requirements and "to-be" business processes.
·Participate in the development of test plans, test scenarios, and test cases based on business and technical requirements. Perform testing, capturing of test evidence, and facilitate review and acceptance of test results.
·Participate in the development of training plans, training materials and training events.
