BA needs to be very in-depth with Excel; HealthCare experience, especially in health benefits is needed.
HealthPartners has a contract Business Analyst need to work on a 6-12 month position within our Product Management department. This position will work on several projects including:
1. Conduct a departmental process evaluation and workflow analysis including identifying best practices, automation opportunities, gap analysis, process improvement opportunities, etc. Help with process documentation for the purpose of process improvement and automation assessment. Help with general system/technical assessment needs such as identifying what types of technical solutions best fit any potential manual to automation endeavors.
2. SBC (Summary of Benefits & Coverage) Project - The goal of this project is to deliver on the federally mandated SBC document information for the pre-enrollment and post-enrollment scenarios. Legislation includes requirements for uniform explanation of coverage summary documents and standardized definitions. Proposed regulations require that all group and individual commercial plans include specific formats and content for standardized summaries of benefits, a standard glossary of terms and coverage facts labels that must be provided to consumers pre-sale and post-sale. The purpose is to help consumers compare plans side by side across benefit packages and carriers.
• Help develop SBC requirements for both Sales User Interface and Product Management maintenance interface.
• Help develop SBC Coverage Example requirements including what will be needed to handle variability in adjudication logic.
• Help assess, develop and document any GDF technical and/or process impacts as they pertain to SBCs.
3. GDF (Group Data Form) System
• Help document and develop GDF requirements specific to Product Management's vision especially as it pertains to marketing plan maintenance.
• Help with GDF documentation and training for Sales.
• Help with GDF testing with internal AOD department.
4. Benefit Management System Development and Requirements • Help document and assess benefit database requirements from Product Management's perspective.
This position requires:
• Bachelor's degree in Computer Science, Management Information Systems, Business Administration, clinical care, or equivalent.
• Minimum of 5 years' experience as a business or systems analyst supporting a clinical information system • Healthcare experience (especially health benefits) • Knowledge of basic system build decisions, production database structures, and user workflow.
• Must understand and appreciate the Change Control process and its sub-processes.
• Must be able to thoroughly complete and analyze business requirement documentation and turn requirements into solutions.
• The ability to elicit requirements from business stakeholders through interviews, workflow analysis, and use cases. Translates this information into system requirements. Facilitates group requirements sessions • Ability to work with non-technical staff to determine requirements and recommend solutions to business computing needs.
• Demonstrated success in working with complex organizations, communicating effectively among project stakeholders, negotiating win-win outcomes.
• Excellent oral and written communication skills with an ability to work at all levels of an organization from very technical to business / executive levels.
• An awareness of health care, its business processes and terminology; a particular interest exists in utilization management programs.
• Successful application of business analyst best practices.
• Actuarial or claim adjudication experience is desired.
• Strong data management skills including experience using Microsoft Excel spreadsheets for data analysis. (I'm not sure if this is where this should be or if it's its own bullet. However, our tool for SBC creation is in Excel and uses many advanced formulas. It'd be nice if the person was comfortable with Excel beyond just using it for documentation purposes.) • Background in process improvement
