Primary Responsibilities
- Develop and support high performance teams; coach and mentor team members in use of project management tools and processes.
- Direct the development and integration of project plans as assigned and in conjunction with the RMVM Systems Integration (SI) Vendor.
- Maintain established policies and guidelines aligned to existing MassDOT and ITD project management principles and standards.
- Coordinate collection and presentation of project level metrics such as staffing, financial, and schedule data to executive level audiences; effectively use data and metrics to drive decision making.
- Follow established governance practices including preparation of weekly status reports and dashboards.
- Identify and forecast resource needs.
- Meet regularly with the key business and technology stakeholders to monitor risks and issues and develop mitigation strategies.
- Facilitate decision-making process as required across the business and IT teams.
- Identify and resolve issues, ensure consistency and breadth of communication across projects and work streams.
- Direct teams' efforts to communicate results and recommendations to senior management and others.
- Maintain current knowledge of the business processes and technologies deployed by the program.
- Identify training needs of team members and plan solutions.
Qualifications
Education, Skills and Competencies
- BA/BS degree in business or related discipline.
- Superior understanding of project and program management principles. Minimum of 10+ years formal project management experience including familiarity and experience with full range of SDLC.
- Ability to manage multiple projects, creating a well-defined plan that addresses dependencies across subproject.
- Strong computer skill set, to include Microsoft Word, Excel, Power Point, Visio, and proficiency with project planning tools such as MS Project, or other MS Office tools.
- Experience with design and use of Sharepoint for program management activities including archiving project related material.
- Excellent analytical and organizational skills.
- Well-developed professional maturity, judgment and diplomacy.
- Ability to form trusted partnerships across all levels of business organization, including senior management.
- Prior experience or strong interest in the structure and operation of state and local governmental agencies.
- Strong verbal, written, analytical and interpersonal skills.
- Flexibility to adapt to new technologies and changing work environments.
Preferred Qualifications
- MBA or PMP desirable.
- Prior experience in a PMO role is desirable but not required.
- Experience with Microsoft Access preferred but not required.
RMV Modernization Program Summary
The RMV is responsible for the issuance of all Massachusetts driver's licenses, vehicle registrations and titles, processing over 6 million transactions daily and collecting over $1 Billion in revenue annually. The RMV also handles a number of additional areas such as safety and emissions inspections, excise tax collection, citation processing, un-paid parking ticket enforcement and administration of the Safe Driver Program. Some of the RMV's major external partners include Law Enforcement, the Courts, municipalities, Insurance Agents and Companies, auto dealers, and AAA among others. The mission of the RMV is constantly expanding and new enhancements are being introduced regularly, most recently the Ignition Interlock system and expanded internet transaction capability. However, the technical limitations of the system are a major limiting factor in achieving the RMV's future goals. Recognizing the need for an upgrade to both the underlying system infrastructure and the business environment responsible for delivery of services to the RMV's customers and partners, MassDOT has received approval for capital funding in FY 12 to replace ALARS. The scope of the ALARS replacement project includes the design, development, configuration, implementation, and deployment of the new system. Additional funding for the full 5 year phased effort is anticipated to be provided through FY 16. For those joining this modernization effort, we expect significant opportunities to support the ongoing operations of the RMV and other areas within MassDOT.
A program team has been established and has already accomplished the following major milestones:
· Developed and issued an RFR to procure a vendor to replace ALARS. Evaluation of responses is underway.
· Updated detailed descriptions of the RMV current environment and desired future state.
· Developed a Roadmap to introduce a Service Oriented Architecture.
Upcoming activity over the next year includes:
- Final vendor selection for the ALARS replacement effort
- Kickoff and detailed joint planning and design phase with the System Integration Vendor to map out activity for the multi-year RMVM Modernization activity beginning with detailed business requirements.
- Planning and positioning for data conversion.
- Finalizing the documentation of business rules.
- Establishing testing capability.
